Atl.) 19.7.1751 - Quimper 28.6.1823). Fils d'un membre du •parlement de Béarn, il fut ordonné prêtre le 23 décembre 1775. En 1788, il devint vicaire général de l'archevêque d'Aix; monseigneur de Boisgelin, qu'il suivit en exil à Londres pendant la Révolution puis, en 1802, à Tours, nouveau diocèse de l'archevêque. Il fut nommé évêque de Quimper le 30 janvier 1805. Sacré à Paris le 21 avril, il entrait dans son diocèse 15 octobre. Il succédait à Mgr Claude André qui, dépassé par les problèmes, avait démissionné au bout de deux ans. Il revenait à Mgr Dombidau de parachever l'organisation du nouveau diocèse. Les nombreux conflits qui éclatèrent entre lui et les préfets, sous l'Empire, ne facilitèrent pas la tâche. Dans le gouvernement du diocèse, il se montra très ferme. La situation du clergé était te : celui-ci était vieilli et désuni. S'il ne parvint pas à réconcilier en vérité les anciens constitutionnels et les insermentés, il réussit une amorce sérieuse de fusion entre les clergés des anciens diocèses de Cornouaille, Léon et Tréguier. Il réorganisa le séminaire, pour lequel il obtint en 1817 un domaine spacieux dans l'ancien enclos des Calvairiennes. La pénurie dans le clergé, durement ressentie sous l'Empire, s'atténuait progressivement: au cours de ses cinq dernières années d'épiscopat (1818-23) l'évêque ordonnait 150 prêtres. On peut cependant lui reprocher d'avoir, par des ordinations hâtives, négligé la formation intellectuelle des séminaristes. Il rétablit le collège de Léon, réintroduisit le clergé diocésain dans celui de Quimper, favorisa le travail de nombreuses écoles presbytérales : ces institutions fournissaient des sujets au séminaire. Il établit un petit séminaire à Pont-Croix l'année même de sa mort en 1823. Il obtint le rétablissement de nombreuses communautés féminines d'enseignantes et d'hospitalières. Le rétablissement des missions se fit pacifiquement dans le diocèse, à l’exception de Brest où, en 1819, il fallut s’interrompre les exercices en raison violentes manifestations d'hostilité. L'évêque établit les fabriques et esquissa l'organisation d'un système financier qui se perfectionnera au cours du siècle. On reste perplexe- devant le comportement de Mgr Dombidau avec les pouvoirs politiques. Il encensa vigoureusement Napoléon, et plus .tard, avec la même conviction Louis XVIII. Cette attitude contraste singulièrement avec son caractère autoritaire dans ses relations avec les autorités locales et son clergé. Mais il faut reconnaître que ce double comportement fut singulièrement efficace. Son zèle pour le soutien des régimes se monnaya en faveurs; son autorité, en plan local lui permit de mettre au pas préfets, maires et prêtres récalcitrants. Mais n'était-il pas le disciple de Boisgelin ? Il décéda presque subitement dans son palais épiscopal qu’il était parvenu à récupérer dès 1809.
