Ordonné prêtre en 1817 il devint aussitôt professeur de dogme au grand séminaire de Quimper et plus tard économe. En 1826 curé de Saint-Louis de Brest, la plus populeuse et la plus difficile du diocèse. Il y fut affronté à multiples difficultés particulièrement au cours de la mission de 1826 certains groupes voulurent reprendre les manifestations qui provoquèrent la suppression de celle de 1819. Mais, cette fois, la mission eut lieu. Les contestations reprirent après la révolution de 1830, sous divers prétextes. Généralement le curé s'en tira honorablement. Moins d'un mois après le décès de Mgr de Poulpiquet, Joseph Graveran était nommé évêque de Quimper, le 26 mai 1840. Il entreprit aussitôt de mettre de l'ordre dans les comptabilités des fabriques, .qui laissaient à désirer, organisa les examens des jeunes vicaires et dans une formule qu'ils garderont pendant plus d'un siècle, donna un règlement définitif à la maison de retraite du clergé à Saint-Pol. Il visita régulièrement son diocèse, parlant en breton aux fidèles. Il fut toujours très proche de son clergé et de son peuple. Ses lettres et mandements sont marquées nettement par un changement de style par rapport à ceux de ses prédécesseurs ; plus simple, plus direct, il aborde les problèmes concrets de la vie de ses diocésains. Il fut élu à l'assemblée nationale en 1848, participa à tous ses travaux et en revint un peu désabusé. A la suite du concile provincial tenu à Rennes en 1849, Mgr Graveran convoqua un synode diocésain. Après un demi-siècle d'existence, le diocèse vivait toujours avec les règlements des anciens évêchés. Les nouveaux statuts promulgués par l'évêque resteront en vigueur, dans leur substance, jusqu'au code de droit canonique de 1917. En même temps était établi un nouveau «propre» diocésain pour le missel et le bréviaire. Il obtint du gouvernement la fondation de sept nouvelles paroisses. Enfin, il mit en chantier la construction des flèches de la cathédrale de Quimper, dont les frais furent financés par le « sou de saint Corentin » : l'évêque demandait l'obole d'un sou par an et par habitant pendant cinq ans. Mgr Graveran était un passionné de la langue bretonne. Lorsque La Villemarqué entreprit sa campagne de purification de la langue écrite et de l'unification de son orthographe, l'évêque s'y associa pleinement, malgré la résistance de membres de son clergé.
