"Prêtre du diocèse de Besançon (1869), supérieur du grand séminaire (1881), puis vicaire général de ce diocèse (1890), il fut, le 14 décembre 1899, nommé évêque de Quimper, où il entra en mars 1900. Son épiscopat à Quimper fut bref, mais particulièrement mouvementé. Il créa, en novembre 1900, une commission diocésaine d'architecture et d'archéologie, ainsi qu'un musée diocésain; l'organe de ces deux institutions fut le <a href="http://diocese-quimper.fr/bibliotheque/collections/show/26" target="_blank">Bulletin diocésain d'histoire et d'archéologie</a> (BDHA), dirigé par les chanoines Abgrall et Peyron, et qui publia pendant quarante ans (1901-1942) une masse de documents et d’études sur l’histoire du diocèse. Au même moment, renaissait, sous une nouvelle forme, la revue <a href="http://diocese-quimper.fr/bibliotheque/collections/show/31" target="_blank">Feiz ha Breiz</a>, dont l'évêque contrôla très vite la rédaction. Le premier conflit violent entre l'évêque et son clergé éclata au printemps 1902, lors de l'élection qui opposa, dans la troisième circonscription de Brest, l'abbé Stéphan soutenu par l'évêque, à l'abbé Gayraud, député sortant, soutenu par le clergé. Cette affaire empoisonna littéralement les relations entre l'évêque et son clergé. D'après une tradition orale constante, une phrase imprudente aurait échappé à l'évêque: faisant allusion à «la tête dure du clergé breton», il aurait affirmé qu'il en viendrait à bout. Son opposition violente et farouche au Sillon n'arrangera pas les choses, car le jeune clergé finistérien y avait adhéré avec ferveur. Homme d'action et d'initiatives, l'évêque était doté d'un tempérament Très vif : il écrivait trop et trop vite. Son caractère autoritaire fit le reste. De ce point de vue, sa promotion à l'archevêché de Chambéry, le 16 décembre 1907, mettait fin à une situation difficile. Ce fut cependant un évêque actif et courageux. Il tint en mars 1902 un synode au cours duquel il promulgua une remise à jour très nécessaire des statuts diocésains de Mgr Graveran. L'été 1902 fut mouvementé : c'était l'expulsion, à main armées, des communautés religieuses. Mgr Dubillard conseilla la « sécularisation » qui permit l'ouverture d'écoles Libres. L’automne 1902 s’ouvrit sur un énorme conflit avec Combes (Emile) qui interdisait l'usage de la langue bretonne dans les catéchismes et les prédications. L'évêque résista avec son clergé : 150 prêtres environ furent privés de leur traitement. Le système financier de compensation mis en place par Mgr Dubillard - et qui attira sur lui les foudres du gouvernement – rendirent moins sensibles dans ce diocèse les conséquences financières de la rupture du concordat. L'hiver 1902-1903 fut dramatique pour les marins-pêcheurs. Jamais, de mémoire d'homme, on ne connut une telle crise de la pêche: c'était la misère noire. L'évêque mit en place un comité très efficace pour l'aide aux familles. Survint ensuite la loi de Séparation, suivie de l'expulsion du clergé des séminaires et de certains presbytères. Les inventaires provoquèrent des manifestations parfois violentes, suivies d'emprisonnements. Cependant, vis-à-vis de son clergé, l’évêque commit l'erreur de quitter son évêché avant toute opération d'expulsion. Il donna une bonne structure à la fédération des oeuvres catholiques; réorganisa les catéchismes, fit édifier une belle chapelle au grand séminaire et qui fut transférée plus tard dans le nouvel établissement construit en 1933 par Mgr Duparc; fit ériger la monumentale statue de Notre-Dame des naufragés à la Pointe-du-Raz ; procura une position de replis au petit séminaire dans l'établissement du Likès à Quimper. Il quitta Quimper pour Chambéry le 23 janvier 1908, fut créé cardinal le 27 novembre 1911.
